There are many factors for a webmaster that have influence over the ranking. But if these were the only elements to evaluate a page with, it would be impossible for search engines to distinguish between useful and high quality pages and pages created for search engines and filled up with keywords. For this reason, the analysis of inbound links is one of the most important factors that determine the position of a page. Moreover, it is an element a webmaster cannot control completely.

It is logical and an interesting site will have more sites linking to it. An author usually links the resources related to his site, so a search engine will use this data to evaluate the importance of a document.
There are 2 main factors that influence the way a document appears in a search engine and in which position the document is shown in a search:

the relevance, as we say in the internal factors
the number and quality of inbound links, also called link popularity
